The Town of Pelham is holding hybrid meetings of Council and Committee in accordance with Procedure By-law 4507(2022). Public access to meetings will be provided in-person at the location indicated on the agenda, via Livestream: www.youtube.com/townofpelham/live and subsequent publication to the Town's website at www.pelham.ca


The Town of Pelham is situated on treaty land, steeped in the rich history of the First Nations such as the Hatiwendaronk, Haudenosaunee and the Anishinaabe, including the Mississaugas of the Credit First Nation. This territory is covered by the Upper Canada Treaties and is protected by the Dish With One Spoon Wampum Agreement. Today, many First Nations, Métis, and Inuit people from across Turtle Island live and work in Niagara. The Town of Pelham stands in solidarity with all Indigenous peoples, past and present, acknowledging that our high standard of living is a result of the resources and lasting friendship of Indigenous peoples.

1. By-law 12-2025 - Being a By-law to amend Schedule "A" to the AMPs Non-Parking By-law.

WHEREAS the Fonthill Lions Club, founded in 1945, is a proud member of the Lions Clubs International Foundation, one of the world’s largest service organizations, with 1.35 million members in 46,000 clubs across more than 200 countries;


AND WHEREAS the Fonthill Lions Club has played a pivotal role in shaping the community fabric, contributing to developments such as Marlene Stewart Streit Park, the Lions Baseball Field, and the lobby elevator at the Meridian Community Centre;


AND WHEREAS the Fonthill Lions Club continues to support local causes through its fundraising efforts, benefiting organizations such as Pelham Cares, Wellspring Niagara, and the Welland Hospital Foundation;


AND WHEREAS as the Fonthill Lions Club celebrates 80 years of humanitarian service, it remains a cornerstone of the community, upholding its “We Serve” commitment;


NOW THEREFORE BE IT RESOLVED that the Town of Pelham Council, together with its residents, formally recognizes and celebrates the Fonthill Lions Club’s 80th anniversary. We honour its members, past and present, for their unwavering dedication to service and are proud to stand alongside the Fonthill Lions Club in this journey. We eagerly anticipate the continued impact of its service for generations to come.

WHEREAS the Town of Pelham is committed to supporting local businesses and strengthening the local economy;


AND WHEREAS many businesses, particularly in the restaurant sector, continue to face ongoing economic challenges;


AND WHEREAS Council has previously granted special exemptions to waive the requirement for up to six (6) parking spaces, enabling restaurants to operate temporary pop-up parking lot patios—an initiative originally introduced in 2020 to provide relief during COVID-19 occupancy restrictions;


AND WHEREAS these exemptions were applied under the previous Zoning By-law;


NOW THEREFORE BE IT RESOLVED THAT Council direct staff to prepare a report with a planning analysis on the feasibility and implications of continuing exemptions for restaurant owners and food vending vehicles under Zoning By-law 4481-2022 for the 2025 season.
